Tennessee Unveils 865 Neyland, Detailing Dining and Hospitality District

Tennessee's $288 million 865 Neyland plan includes dining, event plazas, a hotel, residences, and a private club, with openings planned for 2028 and 2029.

The University of Tennessee has unveiled 865 Neyland as the name of its planned entertainment district beside Neyland Stadium, releasing new dining details and renderings for a development combining approximately 100,000 square feet of indoor and outdoor entertainment, dining, and retail space with a 24-story hotel and residential tower.

The project's newly launched website identifies a $288 million investment, described as entirely privately funded. Its construction schedule calls for the parking garage to be completed in 2027, the entertainment district to open in 2028, and the hotel and residential tower to follow in 2029.

Two signature food and beverage concepts will anchor the entertainment district: a flagship restaurant drawing on East Tennessee traditions and a multi-level sports bar serving fans, residents, and visitors throughout the year. Additional dining concepts are planned for the lower and upper plazas. Restaurant names and brand identities have not yet been announced.

The two outdoor plazas will provide gathering and event space, with one incorporating a performance stage backed by a 50-foot LED display. Planned programming includes concerts by nationally recognized artists, watch parties, and special events. Across the district, more than 3,000 square feet of LED displays will support the entertainment environment.

The tower's planned hospitality mix includes 186 hotel rooms, 51 luxury residences, and 30 condo/hotel units. A private members club and a restaurant are also listed in the tower program. The hotel and residential brand will be announced separately; the September announcement does not identify a club operator, membership pricing, or access terms.

New renderings show the sports bar's first and second levels, the flagship restaurant interior, the outdoor performance plaza, and a pool associated with the hotel and residential tower. Other views illustrate the relationship between the tower and the stadium, as well as the pedestrian walkway between the plazas. These remain proposed spaces, with the project website noting that renderings, dimensions, and programming are subject to change.

The development is structured as a public-private partnership involving Tennessee, RVX Ventures, Magellan Development Group, and Arctos Sports. Arctos is the majority equity investor and participates as a general partner alongside a sponsor team led by RVX, Magellan, and Dixon Greenwood, according to the partners' June announcement.

The current project team includes Layton Construction, Gensler for the hotel and residential tower, and HCM for the entertainment district. HCM's scope encompasses architecture, interior design, and landscape architecture. Its project description also includes a new student walk to Neyland Stadium and an improved greenway connecting the Tennessee Riverfront with the district.

The name combines the region's 865 area code, which spells VOL on a telephone keypad, with the stadium's name. It will also become the development's address. The September 16 launch introduced the district's logo, website, updated renderings, and a fly-through video.

Tennessee projects more than 450 permanent jobs and 1,300 construction jobs, with annual visitation exceeding 2.5 million. It also projects more than $5 billion in economic impact over 30 years. Those figures are forecasts tied to the planned tourism, hospitality, entertainment, and retail activity.

The district is the first project in the national sports-anchored development platform announced by Arctos, RVX, and Magellan in June. The partners intend to pursue additional collegiate and professional sports developments, with a model spanning project sourcing, financing, development, and operations.
